‘Healthy fear’ essential in approach to cyber threats

"Fusen bakudan" balloon bombs made of Japanese "washi" paper inflated with hydrogen were developed at the Imperial Japanese Army's Noborito Laboratory in Kanagawa Prefecture toward the end of World War II.

Thousands of these balloons were launched against the United States, with the intent of striking fear in society by starting wildfires.

Meiji University acquired the lab site after the war and turned it into a museum, where wartime photographs and other memorabilia are kept.

Little is known about to what extent those wind-borne balloons served their purpose. But according to one document, about 300 of some 9,000 units reached their........
