Why blame other institutions when elected governments fail to exercise power responsibly

Finance minister Arun Jaitley’s gripe about “non-accountables” weakening elected governments is more complicated than the simplistic terms in which he framed the question. “Are we weakening the authority of the elected and creating a power shift in favour of non-accountables? Ultimately at the Centre or state, it’s only the elected who are accountable. The non-accountable are not accountable. The nation that is India, is higher than any institution or government…” Jaitley is reported to have said while delivering a lecture in New Delhi.

This is a fundamental source of tension between elected governments, watchdog institutions, and civil society in every part of the world. Recall how US president Donald Trump’s travel ban was frustrated by US courts which stayed the order. Even India during the erstwhile UPA government saw ministers complaining that the CAG and NGOs were holding the government to ransom citing corruption scandals or........
