Sitting MP in Karnataka’s Hassan, Prajwal Revanna, is currently embroiled in a controversy surrounding major allegations of sexual abuse against him. The MP reportedly flew to Germany on a diplomatic passport after thousands of explicit videos of Revanna sexually abusing multiple women came out.

Karnataka Home Minister G. Parameshwara on May 5 said that the Special Investigation Team probing the case will take Interpol’s help to bring Mr. Revanna back to India. Interpol in its turn has issued a Blue notice against Prajwal Revanna which will now be used to gather more information and advance inquiries about him in a bid to get him back to the country for further investigation.

As the Interpol website states, notices that the agency issues are “international requests for cooperation or alerts allowing police in member countries to share critical crime-related information.”

The International Criminal Police Organization, commonly known as Interpol, is based in Lyon, France and facilitates worldwide police cooperation and crime control. Notices like the Blue Corner notice are issued by the Interpol’s General Secretariat at the request of a member country’s Interpol National Central Bureau.

A Blue Corner notice is a part of Interpol’s system of colour-coded notices which enable countries to “share alerts and requests for information [on wanted persons/crimes] worldwide”. Such procedures are imperative to the functioning of the organisation which is tasked with combating crime that is international in scale.

It is based on sharing information worldwide and enabling cooperation between different world governments to counter crime spread across regions. Notices such as the Blue Corner Notice are important in this respect as they officiate a member countries request so that subsequent action can be initiated.

Blue Corner Notices are in essence ‘enquiry notices’ and may be issued in order to have someone’s identity verified. They can also be used to obtain someone’s criminal record, to locate someone missing or unidentified or an international criminal wanted for a violation of ordinary criminal law and whose extradition may be requested.

Usually, a Blue Corner Notice is issued after filing of criminal charges. In the case of Prajwal Revanna too, the notice is being used to gather more information and advance inquiries.

Apart from a Blue Corner Notice, six other kinds of notices, each with a different implication, also exist. These include Red Notice, Yellow Notice, Black Notice, Green Notice, Orange Notice, and Purple Notice.

The Red Corner Notice is more direct and actionable and requests global law enforcement agencies to locate and provisionally arrest a person pending extradition, surrender, or similar legal action.

The Yellow Corner Notice meanwhile is to alert global police of missing persons. This could mean victims of parental abductions, kidnappings or unexplained disappearances.

Black Corner Notice contains information related to unidentified dead bodies, specifically those thought to have died while they were living under the guise of a false identity.

Green Corner Notice is issued to provide warning about a person’s criminal activities usually when a person is considered to be a possible public safety threat.

Orange Corner Notice is sent to warn of an event, a person, an object or a process representing a serious and imminent threat to public safety.

Purple Corner Notice, one that is more expansive, is issued to seek or provide information on modus operandi, objects, devices and concealment methods used by criminals.
