Today, the Department of Defense is releasing an important new document: the National Defense Industrial Strategy. Billed as a follow-on to the Joe Biden administration’s overarching National Defense Strategy released in 2022, this plan is the brainchild of the deputy secretary of defense, Kathleen Hicks. The deputy is normally the guiding executive in the Pentagon for the acquisition, procurement, sustainment and manpower portions of the nearly $900 billion defense budget.

The new strategy could not come at a more pressing time, given the rising threats from China, which operates a highly organized and centrally controlled defense industrial base. It also responds to the intense procurement footrace between Russia and the West in producing advanced armaments for the war in Ukraine.
