The number of murders and non-negligent manslaughters, aka homicides — the most reliably measured crimes as well as the most serious — fell in New York City in 2022 and 2023 and is down 17.1% through March 31 this year. If that decline were to hold up for the full year, the city’s homicide rate would retrace almost all of its big pandemic increase and wouldn’t be far from the post-1951 record low set in 2017.

New York City’s homicide rate is also lower than the nation’s, which has been the case since 2013 by my accounting1and is a huge change from the 1970s through early 1990s. Among the 50 largest US cities, New York’s 2023 homicide rate was fifth-lowest, less than one-tenth that of No. 1 Memphis and about one-fifth that of Dallas, which according to a Gallup poll conducted last summer is thought to be the country’s safest big city.
