The history of economic sanctions is one of “disappointment,” given they often fail, writes Nicholas Mulder in his book The Economic Weapon. The situation might start to feel that way as Russian troops step up attacks on Ukraine and after a surprise legal victory by two Russian billionaires against their inclusion on a European Union sanctions list. But it might also encourage a more pragmatic approach.

The surprise legal victories last week of two of the earliest post-Soviet billionaires, Mikhail Fridman and Petr Aven, aren’t exactly final — both are still covered by sanctions following a March update to the EU list, which they have also appealed. The past record of EU sanctions on Iran and Syria also suggests policymakers can and do push back and win on subsequent relisting attempts.
