There’s an old proverb about how the lack of a horseshoe nail can doom a horse, then a rider, then an army, then a kingdom. In terms of the US transition to renewable energy, it’s not hard to see a reliable electrical connection as the missing nail and a livable climate as the ill-fated kingdom.

An already bloated backlog of renewable projects awaiting approval from grid operators grew even bigger last year, spurred partly by the Inflation Reduction Act of 2022, designed to wean America’s economy off its dependence on climate-killing fossil fuels. Until it’s cleared, the logjam will be an obstacle to President Joe Biden’s goal of decarbonizing the country’s power sector by 2035 and zeroing US greenhouse-gas emissions by 2050. And it could make avoiding the worst impacts of an overheating planet even more difficult.
