Having won a sham election last weekend, Russian President Vladimir Putin has resumed warning the West that it risks a direct conflict with Russia over its support for Ukraine. Though by now familiar, Putin’s threats underscore the need to solidify the defenses of the three Baltic nations — Lithuania, Latvia and Estonia — most vulnerable to Russian coercion.

Putin’s attempts to sow instability on NATO’s eastern flank in particular have been a constant in recent years. Russia’s campaign of “gray-zone warfare” against the Baltic countries has included cyberattacks, energy coercion, disinformation, the weaponizing of Russian minority populations, and suspected sabotage of undersea gas and power infrastructure. In a recent provocation, the Kremlin issued an arrest warrant for Estonian Prime Minister Kaja Kallas for deigning to remove Soviet-era monuments in her own country.
