After months of delay, Congress is set to vote on President Biden’s $60 billion support package for Ukraine. The potential withdrawal of vital US military support has caused European leaders to propose ways to bolster Ukraine and strengthen Europe’s defense capabilities without relying on Washington. Efforts by US allies to assume greater responsibilities are encouraging, but saving Ukraine demands more than good intentions.

This month, NATO Secretary General Jens Stoltenberg suggested the creation of a NATO-led, five-year, €100 billion ($107 billion) fund for Ukraine. The alliance’s 32 member states would presumably contribute to the fund according to the North Atlantic Treaty Organization’s burden-sharing formula, which considers member states’ national income and other factors. As part of the plan, NATO would also assume operational responsibility for weapons delivery to Ukraine, rather than distributing military aid through the Ukraine Defense Contact Group, a US-led coalition of 56 countries and the European Union.
