A man living in Hemsby, who asked not to be named, said police were called to the Marrams beachfront road around 4pm on Saturday and arrested the woman.
He added that he thought the boys were probably with a family visiting on holiday and unaware of the erosion issues that have left the village's cliffs crumbling.
The boys are said to have been hit in the back of their legs and arms near Hemsby Gap but were thought to have only suffered minor injuries.

A woman living nearby, who also did not want to be named, said she believed the weapon was an air rifle and that the woman had been released on bail.

Norfolk Police has not responded to requests for comment.

Following the incident, Hemsby Lifeboat volunteers have put signs up reminding people about the dangers of climbing the crumbling cliffs.

The village was on alert following more of the Marrams road collapsing during high tide in March.
This followed two larger sections of the Marrams collapsing onto the beach in December.
The sheer drop at the Gap entrance is now around 12 feet and has been deemed unsafe.
