Decentralisation of skill development is advocated throughout the skilling chain with a focus on inclusion. Coordination between different ministries and departments at the centre and states is a precursor to the essential synergy in the district skill framework.

In February 2023, over 12 lakh candidates applied for about 6,000 patwari1 positions in Madhya Pradesh. The applicants included 1,000 doctorates, 85,000 engineering graduates, one lakh business administration graduates and about 1.8 lakh candidates with post-graduate degrees (Dwary 2023). Amid the looming crisis of the COVID-19 pandemic and reports of unprecedented layoffs in the technology sector, India has witnessed alarming levels of rising unemployment, particularly educated unemployment, among the youth.
