Shortly after his in-person meeting with Ukrainian president Volodymyr Zelensky, House speaker Mike Johnson reiterated to reporters Tuesday that he will not support an additional aid package to Ukraine until it is paired with increased security measures at the U.S.-Mexico border and a “clear articulation” of the White House’s strategy to help Ukraine win the war.

Johnson did not sound optimistic that congressional Republicans could strike a deal with the Biden administration before lawmakers recess for the holidays. “Thus far, their responses have been insufficient and not provided us the clarity and the detail that we’ve requested over and over since literally 24 hours after I was handed the gavel as speaker of the House,” Johnson said in brief remarks to reporters in the U.S. Capitol on Tuesday, in which he also said he assured Zelensky during their meeting that he stands with Ukraine amid Russia’s “brutal invasion.”

“I’ve also made very clear from Day One, that our first condition on any national security supplemental spending package is about our own national security first,” he added. “The border is an absolute catastrophe.”

Johnson did not take any questions from reporters after his remarks.
