The House will consider measures Tuesday that lawmakers can take to de-escalate the protests on college campuses that have upended daily life across the country.

Demonstrations, from New York to Los Angeles, have been divided along separate axes within the various institutions: Students demanding divestment from companies with ties to Israel or its war against Hamas in Gaza; counterprotestors expressing support for Israel; and individual students who do not feel safe from violence such as antisemitic attacks on campus.

In principle, however, the federal government has very limited, indirect control over virtually all U.S. college and university administrations.

Nonetheless, the presidents of Harvard and the University of Pennsylvania both resigned earlier this year following Congressional condemnation of their response to the threat of attacks against Jewish students.
