Can someone please explain this for me?

Downtown Windsor’s SafePoint Consumption and Treatment Service site, along with other overdose prevention sites in Ontario, are closed down because of one shooting investigation.

Meanwhile, multiple numbers of addicts are dying in the streets. Where is the justification for this insanity?
